सहकारी समिति यह स्वैच्छिक व्यवस्था का स्वरूप है । जिसमें परस्पर समान हितवाले व्यक्ति स्वैच्छा से जुड़ते है । व्यक्ति अपने निश्चित उद्देश्य पूर्ण करने के लिए सहकारी समिति की रचना करते हैं । इनका उद्देश्य सदस्यों के मध्य परस्पर सहकार स्थापित करके आर्थिक हित का संवर्द्धन स्थापित करना है ।

व्याख्या :

  1. “सहकारी समिति ऐसी व्यवस्था का स्वरूप है जिसमें विभिन्न व्यक्ति अपने आर्थिक हित के संवर्द्धन के लिए समानता के आधार पर स्वैच्छिक रूप से शामिल होते हैं ।”
  2. “सहकारी समिति अर्थात् सदस्यों के आर्थिक उद्देश्यों की रक्षा के लिए और आर्थिक कल्याण के लिए न्याय, समानता, सहकार और स्वावलम्बन के सिद्धान्तों पर स्वैच्छिक संस्था है ।”

सहकारी समिति की विविध व्याख्याओं पर से उसके मुख्य लक्षण निम्न अनुसार दर्शाये जा सकते हैं :

(1) स्वैच्छिक मंडल : सहकारी मंडली यह व्यक्तियों का बना हुआ स्वैच्छिक मंडल है । उसके सदस्य स्वेच्छा से शामिल होते हैं । अर्थात् सदस्य बनने के लिये किसी पर जबरदस्ती नहीं की जा सकती या किसी पर दबाव नहीं लाया जा सकता तथा सहकारी समिति में से भी उसे अपनी मर्जी से निकाला जा सकता है ।

(2) लोकशाही संचालन : सहकारी मंडली का संचालन लोकशाही ढंग से चलता है । प्रत्येक सदस्य को एक ही मत का अधिकार होता है । अर्थात् व्यक्ति चाहे कितना भी शेयर धारण करता हो इसके बावजूद एक ही मत दे सकता है । सदस्यों के द्वारा चुनाव से चुनी गयी ‘व्यवस्थापक समिति’ (कार्यवाहक समिति) मंडली का संचालन करती है ।

(3) सदस्यों की समानता : सहकारी समिति के सदस्य समानता के आधार पर शामिल होते हैं । इसमें गरीब या धनी, ऊँच-नीच का भेदभाव नहीं रखा जाता । इसमें कोई एक सदस्य अधिक महत्त्व का या कम महत्त्व का नहीं होता । सभी सदस्यों को समान अधिकार या समान अवसर मिलते हैं । इसमें एक ही प्रकार की एक ही कीमत के शेयर होते हैं । इसमें अलग-अलग प्रकार के शेयर या विशेषाधिकार नहीं रहता ।

(4) अलग व्यक्तित्व : सहकारी मंडली कानून के अनुसार रजिस्टर्ड संस्था है । गुजरात में 1961 का गुजरात सहकारी मंडली अधिनियर अमल में है । इसकी रजिस्टरी होने पर मंडली को उसके सदस्यों से अलग व्यक्तित्व कानून की दृष्टि से मिलता है । वह व्यक्ति की तरः मिल्कियत खरीद सकती है या करार कर सकती है । इसके सदस्य आयें या जायें इसके अस्तित्व पर कोई असर नहीं होता ।

(5) सरल स्थापना : कंपनी की तुलना में सहकारी मंडली की स्थापना-विधि सरल है । कम से कम 10 व्यक्ति एकत्रित होकर सहकारी मंडली के कानून के अनुसार मंडली की स्थापना कर सकते हैं । यह रजिस्ट्रार के यहाँ रजिस्टर होने से अलग व्यक्तित्व प्राप्त होता है ।

(6) लाभ का वितरण : सहकारी मंडली का उद्देश्य सेवा का होने पर भी धंधाकीय प्रवृत्ति से लाभ मिलना यह स्वाभाविक है । सहकारी संस्था में लाभ को मर्यादित प्रमाण में बाँटा जाता है । अर्थात् उसमें डिविडेंड की दर पर मर्यादा रखी जाती है । शेष बढ़नेवाला लाभ खरीदी पर बोनस या अन्य सहकार के सिद्धांत के अनुसार बाँटा जाता है । कानून के अनुसार लाभ में से शिक्षण फंड, अनामत कोष वगैरह की व्यवस्था भी करनी पड़ती है।

(7) मानद सेवा : सहकारी मंडली आर्थिक रूप से निर्बल व्यक्तियों का स्वैच्छिक संगठन है । इसमें बचत पर विशेष भार रखा जाता है । कितनी बार मंडली के संचालन में सदस्य मानद सेवा देते हैं ।

(8) शेयर की कम कीमत : सहकारी मंडली आर्थिक रूप से निर्बल व्यक्तियों का संगठन होने से इसके शेयर की कीमत खूब कम रखी जाती है । हालांकि अमुक मंडलियों में शेयर की कीमत ऊँची हो तो किस्त से रकम चुकाने की भी व्यवस्था होती है । मंडली के शेयर के भाव कंपनी के शेयर के भाव की तरह शेयर बाजार में नहीं बोले जाते ।

(9) शेयर खरीदी पर नियंत्रण : सहकारी मंडली में व्यक्ति को महत्त्व दिया जाता है, पैसे को नहीं । सहकारी संस्था में धनी व्यक्ति पैसों के जोर पर खुद इच्छित कार्य न कराये, इसलिये शेयर की खरीदी पर नियंत्रण रखा जाता है । गुजरात में कोई भी व्यक्ति 3000 रु. से अधिक रकम का शेयर नहीं खरीद सकता ।

(10) पारस्परिक मदद : सहकारी मंडली में प्रत्येक सदस्य के लिये और प्रत्येक सदस्य सभी के लिये की भावना को प्रेरित करता है । वह सदस्यों के बीच परस्पर के सहयोग के द्वारा आर्थिक स्वतंत्रता प्राप्त करने का प्रयत्न करता है ।

(11) मुक्त सदस्यता : सहकारी संस्था में सदस्यता हमेशा प्रत्येक के लिये खुली है । सदस्यता के लिये जाति, धर्म या वर्ग के लिये कोई भेदभाव नहीं रखा जाता । सदस्यता पर किसी भी तरह का नियंत्रण नहीं रखा जाता ।

(12) गौरवशाली विकल्प : सहकारी मंडली पूँजीवाद के दूषणों को दूर करने के उद्देश्य से स्थापित की जाती है । यह सरकारी नियंत्रणों अथवा समाज-सुधारकों के प्रयत्नों से उत्पन्न एक गौरवशाली स्वैच्छिक विकल्प है । यह सदस्य और समाज का सर्वांगी विकास करने का उद्देश्य रखता है ।

(13) उच्च आदर्श : सहकारी समिति सिर्फ आर्थिक प्रवृत्ति ही नहीं करती अपितु सहकार, स्वाश्रय, वफादारी, स्वातंत्र्य, भाईचारा, विश्वबंधुत्व, स्वशासन वगैरह गुणों को विकसित करने की संस्था है । इसका उद्देश्य समाज और राष्ट्र के हित में कार्य करना, सेवा करना और प्रगति करना है ।

(14) राजनीति और धर्म से अलिप्त संस्था : सच्ची सहकारी संस्था को राजनीति से संबंध नहीं है तथा सदस्यों का धर्म के साथ भी संबंध नहीं है । इससे सिर्फ कुछ खास ही धर्म के सदस्यों तक मर्यादित सदस्यवाली सहकारी मंडली नहीं हो सकती । सहकारी संस्था किसी भी राजकीय पक्ष के सिद्धांतों के अनुसार कार्य नहीं कर सकती या उसके कामकाज में राजनीति का दखल नहीं चल सकता ।

  • These indicators work as measuring rod or standards to understand whether a country has made progress or not and if yes then how far.
  • These indicators which measure the rate of economic development and its extent can be presented in numerical and statistical terms.

Few of the indicators of development are discussed below:

1. National income:

National income as an indicator of development says that a country is said to have attained economic development if there is a continuous increase in the real national income of the country for a long period of time.

  • According to this indicator if the rate of rise in national income is high the development rate is said to be high and if the rate in rise of national income is slow, the rate of development is low.
  • Moreover, if the national income does not rise it means that the country’s development is stagnant whereas if national income decreases, it indicates that there is underdevelopment or negative development.
  • For calculating this indicator ‘real income’ and not ‘money (nominal) income’ is taken into consideration. As a result, national income is calculated not at current prices but at constant prices.

2. Per capita income:

  • The figure obtained by dividing gross national income of a country with the total population is called per capita income. In other words, per capita income is the average income per head.
  • As can be seen in the definition ‘per capita income’ takes into consideration the population also. Hence, this indicator of development is superior to the ‘national income’ as an indicator.
  • According to this indicator, when the per capita income of a country increases for a long period continuously, it can be said that economic development has taken place.
  • UNO (United Nations Organization) has recommended per capita income as an indicator of economic development.
  • If per capita income is high and if its rate of growth is also high then we can say that development has taken place.
  • If the county’s per capita income rises at a faster rate, development is said to fast. If per capita income grows at a slow rate, development is slow. If per capita income is constant there is stagnation and if per capita income falls, development is negative.
  • The ultimate objective of economic development is to improve the standard of living of the people and to raise the human development. Per capita income is one of the best indicators in accomplishing this task.
  • When we say development has taken place we mean that standard of living of the people has improved. If this has not improved then we cannot say that development has taken place in real sense.
  • Now, rise in per capita income improves physical welfare of an individual and hence it is the real indicator of economic development.

3. Physical Quality Life Index (PQLI):

1. Increase in national income and per capita income has a number of limitations. Hence, these two are not the real indicators of economic development.

2. If the income of the country has increased but if the rise is seen only by a limited class of people then it cannot be termed as development.

3. The development of a country should be such that the living standards of the poor rise and the basic requirements of the citizens are fulfilled.

4. Keeping these things in mind Morris Davis Morris developed the Physical Quality of Life Index (PQLI).

5. PQLI attempts to measure the quality of life or well-being of a country.

6. This index refers betterment of physical quality of life of human beings as economic development.

7. In order to derive the index of PQLI, the level of physical quality of life i.e. PQL is determined through various indicators.

8. If a country’s physical quality of life is higher than that of the other country, then that country is considered as more developed.

4. Human Develooment Index:

  • The most recent indicator of development is the Human Development Index.
  • When United Nations Development Programme (UNDP) presented the Human Development Report (HDR) in 1990 it also introduced Human Development Index as a measure of development.
  • HDI emphasizes on both economic as well as non-economic measures.
  • Indian economists have also made a major contribution in preparing HDI.
  • The index is prepared by calculating the efforts made by each country for country’s development.
  • Improvements were introduced in the year 2010 in the minimum and maximum values of HDI. Since then the new values were used to measure HDI.

Determinants of Human Development Index:

  • To keep things simple, HDI is prepared using three factors namely,
    1. Life expectancy,
    2. Education and
    3. Income.
  • Life expectancy refers to the expected number of years a child will live at the time of birth, data on education depicts social achievements whereas income data depicts the standard of living.
  • Note that while calculating HDI instead of considering absolute values, average of all the three values is measured.

व्यक्तिगत व्यापार की प्रथा पुरानी व्यापारी व्यवस्था का स्वरूप है । औद्योगिक क्रांति के बाद उसमें महत्त्वपूर्ण परिवर्तन होने . पर भी यह आज तक व्यक्तिगत मालिकी की संस्थाएँ प्रथम हैं ।

इसके लाभ निम्नानुसार हैं :

(1) स्थापना की सरलता : व्यापारी व्यवस्था के दूसरे स्वरूप की अपेक्षा इस प्रकार की धंधादारी संस्था की स्थापना का कार्य खूब सरल है । इसमें किसी भी तरह के कोई दस्तावेज तैयार नहीं करने पड़ते, किसी की संपत्ति प्राप्त नहीं करनी होती । किसी कानूनी कार्रवाई में से गुज़रना नहीं होता । कोई भी व्यक्ति सामान्य फीस भरकर संमति प्राप्त कर कानूनन धन्धा कर सकता है । सिर्फ अमुक प्रकार के व्यापार में ही सरकार की खास संमति प्राप्त करनी होती है ।

(2) त्वरित निर्णय : इसमें सत्ता, जिम्मेदारी, मालिकी और संचालन एक ही व्यक्ति के हाथ में होते हैं । यानी त्वरित निर्णय लिया जा सकता है, कारण कि व्यापारी को किसी से पूछने की आवश्यकता नहीं रहती । किसी की सलाह के अनुसार नहीं चलना होता । अत: वह सत्ता का केन्द्रीकरण होने से उसका लाभ ले सकता है ।

(3) कम पूँजी-विनियोग : कम पूँजी-विनियोग व्यक्तिगत व्यापार का विशिष्ट लाभ है । व्यापारी कम पूँजी से व्यापार कर सकता है । द्रव्य की अधिक आवश्यकता पड़ने पर पूँजी उधार ला सकता है । उसे वेतन देकर नौकर रखने की भी आवश्यकता नहीं रहती ।

(4) धन्धे की गुप्तता : धंधे की अमुक बातें प्रतिस्पर्धियों से गुप्त रखने के लिये यह लाभदायक है । व्यक्तिगत मालिकी में एक ही व्यक्ति सर्वसत्ताधीश है । इससे व्यापार के निर्णय, सौदा और हिसाब को गुप्त रखा जा सकता है ।

(5) निजी रस और देख-भाल : धंधे को सभी लाभ खुद को ही मिलने से और जिम्मेदारी अमर्यादित होने के कारण व्यापारी धंधे की छोटी-छोटी बातों में निजी रस लेते हैं और हरेक बात की खूब देखभाल करते हैं । निजी रस और देखभाल के कारण उत्पादन-खर्च घटाया जा सकता है । इससे व्यापार में लाभ बढ़ता है और ग्राहकों को सस्ते भाव से वस्तुएँ प्राप्त होती है ।

(6) धंधे में परिवर्तन की सुविधा : व्यक्तिगत व्यापारी अपना निजी धंधा करने के लिये मुक्त है । समयानुसार वह अपने धंधे में परिवर्तन कर सकता है । इसके लिये किसी की सलाह या संमति की आवश्यकता नहीं रहती ।

(7) अधिक ऋण प्राप्त करने की संभावना : व्यक्तिगत व्यापारी की जिम्मेदारी अमर्यादित होने से लेनदार खुद का लेना व्यापारी की निजी संपत्ति में से भी वसूल कर सकता है अर्थात् सरलता से रकम प्राप्त कर सकता है ।

(8) लाभ मालिक का ही : व्यक्तिगत मालिकी में एक ही व्यक्ति मालिक होने से अपनी निजी कार्यक्षमता, कुशलता और ज्ञान के कारण जो लाभ प्राप्त करता है वह उसे अकेले ही भोगता है । अपनी निजी मेहनत का फल उसे ही प्राप्त होता है, दूसरों को नहीं ।

(9) कानूनी नियंत्रणों से मुक्ति : अन्य व्यापारी स्वरूपों की तुलना में व्यक्तिगत व्यापार में किसी भी तरह का सरकारी नियंत्रण तथा व्यापार की स्थापना के समय किसी प्रकार की कानूनी बातों का पालन नहीं करना पड़ता ।

(10) मालिकी में परिवर्तन : व्यक्तिगत मालिकी में मालिक खुद का धंधा कभी भी किसी को भी बेच सकता है और उसमें परिवर्तन कर सकता है । उसे किसी की संमति प्राप्त करने की आवश्यकता नहीं रहती ।

(11) संचालन की स्वतंत्रता : व्यक्तिगत व्यापार में धंधे का अंतिम निर्णय व्यापारी खुद लेता है, उसे कार्य करने की पूर्ण स्वतंत्रता है । कार्य करते समय उसे किसी से पूछना नहीं होता । वह किसी भी धंधे को अपना सकता है, खुद धंधे की नीति निश्चित कर सकता है, जरूरत के अनुसार उसमें परिवर्तन भी कर सकता है ।

(12) अन्य लाभ : (अ) अपने निजी व्यापार में तथा व्यापार की व्यवस्था में परिवार के सदस्यों की सेवा और मदद प्राप्त कर सकता है । (ब) स्वयं ही धंधे का लाभ प्राप्त करने से लाभ का धंधे में पुन: विनियोग कर सकता है । (क) व्यक्तिगत व्यापार में प्रारंभ में कम आय पर कम आयकर होता है। (ड) धंधे का विसर्जन आसानी से हो सकता है ।

व्यक्तिगत मालिकी की मर्यादाएँ :

व्यक्तिगत मालिकी धंधेदारी संस्था के दूसरे स्वरूप की तुलना में कुछ खास दृष्टि से बेहतर होने पर भी उसकी कुछ मर्यादाएँ हैं 

जो निम्नलिखित हैं :

(1) मर्यादित पूँजी : प्रमाण में मर्यादित पूँजी से धंधा किया जा सकता है जो उसकी मर्यादा के स्वरूप में है । व्यक्तिगत व्यापार के पूँजी के साधन मर्यादित हैं । औद्योगिक क्रांति के बाद धंधाकीय इकाई का कद इतना बढ़ गया है कि उसके लिए आवश्यक पूँजी व्यक्तिगत व्यापार पूर्ण नहीं कर सकता । व्यापारी खुद के सभी लाभ व्यापार में रहने दे फिर भी पूँजी की कमी रहती है, उधार रकम भी पूँजी पूर्ण नहीं कर पाता ।

(2) मर्यादित कार्य-शक्ति : कोई भी व्यक्ति चाहे कितना भी कुशल और होशियार हो तो भी मानव-शक्ति की मर्यादा रहती ही है । कोई एक व्यक्ति धंधे के सभी पहलूओं का ज्ञान रखता हो यह संभावना बहुत कम है । व्यापारी अकेला होने से उसकी कार्यशक्ति सीमित हो जाती है । धंधे का मालिक, संचालक और स्थापक के रूप में सारे कार्य उसी को करने होते हैं । धंधे की तमाम बातों पर उसे देखरेख करनी होती है ।

(3) जोखिम : व्यक्तिगत मालिकी के धंधे में जोखिम मालिक को अकेले ही उठाना पड़ता है । भागीदारी या कंपनी की तरह अनेक व्यक्तियों के बीच लाभ-हानि का वितरण नहीं होता ।

(4) भूल भरे निर्णय : व्यक्तिगत व्यापारी को सभी निर्णय खुद ही करने पड़ते हैं । उसे दूसरों के अनुभव या बुद्धि का लाभ नहीं मिल सकता । अर्थात् व्यक्ति चाहे जितना भी कुशल हो इसके बावजूद ऐसे व्यक्तिगत निर्णय कितनी बार भूल से भरे हुए खामीयुक्त होने से व्यापार के लिए भी खतरनाक भी सिद्ध होते हैं ।

(5) बड़े पैमाने पर व्यापार के लाभ का अभाव : व्यक्तिगत व्यापार में पूँजी, कार्य-शक्ति मर्यादित होने से धंधा भी कम पैमाने पर चलता है । बड़े पैमाने पर खरीदी के लाभ, बड़ी रकम की लोन के लाभ, बड़े पैमाने पर विक्रय करने के लाभ, विशेषज्ञ की सेवा का लाभ व्यक्तिगत व्यापारी को प्राप्त नहीं होता या बहुत कम होता है ।

(6) मालिकी में परिवर्तन : व्यक्तिगत मालिकी में भागीदारी की अपेक्षा सरलता से मालिक बदले जा सकते हैं । परन्तु ज्वाइन्ट स्टॉक कंपनी के शेयर की तरह धंधे में परिवर्तन आसानी से नहीं हो सकता ।

(7) विकास के लिये प्रतिकूलता : व्यक्तिगत मालिकी के विकास के लिये आवश्यक पूँजी, बड़े पैमाने पर कार्य-शक्ति, लंबा आयुष्य वगैरह के लाभ प्राप्त नहीं हो सकते तथा अमर्यादित जिम्मेदारी के कारण अन्य व्यक्ति रकम रोकने को तैयार नहीं होते ।

(8) अन्य हानियाँ : (अ) व्यक्तिगत मालिकी में पूँजी और लाभ के मर्यादित प्रमाण के कारण बाजार में उसकी वित्तीय शाख कम रहती है । (ब) कानूनी दृष्टि से व्यक्तिगत मालिकी का महत्त्व नहीं है ।

(9) सीमित आयु : व्यक्तिगत व्यापार की आयु कम होती है, क्योंकि व्यापारी की मृत्यु, पागलपन, दिवालिया हो जाने पर व्यापार बन्द करना पड़ता है ।

सहकारी मंडलियों की मर्यादाएँ समझाइए ।

सहकारी मंडली कुछ निश्चित क्षेत्रों में और कुछ खास देशों में सफल हुई है । भारत में उसका विकास का प्रमाण मंद रहा है,

उसका कारण उसकी निम्न मर्यादाएँ हैं :

(1) मर्यादित पूँजी : सहकारी समिति आर्थिक रूप से निर्बल व्यक्तियों का मंडल है । इससे अधिक पूँजी नहीं एकत्रित की जा सकती । इसके उपरांत उसके सदस्य के पास चाहे कितने भी शेयर हों उसे एक ही मत देने का अधिकार होने से सदस्य अधिक शेयर खरीदने के लिये प्रेरित नहीं होते । तीसरा, कोई एक व्यक्ति अधिक से अधिक अमुक ही शेयर खरीद सके इस मर्यादा के कारण भी पूँजी मर्यादित प्रमाण में ही मिलती है । इससे जहाँ काफी बड़े प्रमाण में पूँजी की आवश्यकता हो वहाँ सहकारी मंडली नहीं चल सकती ।

(2) बिनकार्यक्षम संचालन : सहकारी समिति में ज्यादातर मानद् कार्यकर होते हैं । जिन्हें या तो बिल्कुल भी वेतन नहीं दिया जाता या तो खूब कम मानद् वेतन दिया जाता है, जिससे अप्रामाणिकता का भय रहता है । तथा मानद् कार्यकर कुशल संचालक हो यह अनिवार्य नहीं है । इसके उपरांत, सदस्यों में पूर्ण रूप से धंधाकीय समझ न होने से वह जिस व्यक्ति का संचालक के रूप में चुनाव करते हैं, वह संचालक के रूप में अकार्यक्षम हो सकते हैं या अप्रमाणिक भी हो सकते हैं ।

(3) सरकारी हस्तक्षेप : सहकारी प्रवृत्ति की भारत में शुरुआत ही सरकार के द्वारा हुई और आज भी सरकार सहकारी मंडलियों को अनेक रूप से मदद करती है । इस तरह सहकारी मंडलियाँ आर्थिक रूप से सरकार पर अवलंबित है । अगर सरकार आर्थिक मदद न करे तो उसका विकास रुक जाता है । इस तरह, यह प्रवृत्ति संपूर्ण रूप से सरकार पर आधारित हो गई है । इसके अलावा सरकार अगर मदद करती है तो सहकारी मंडली पर अंकुश भी रखती है । इसके लिये सहकारी समिति के कानून में अनेक प्रकार की सत्ता रजिस्ट्रार को दी गई है । इस तरह, सरकारी हस्तक्षेप के कारण सहकारी मंडली सही अर्थ में सहकारी भावना का विकास नहीं कर सकती ।

(4) वित्तीय उत्तेजनों का अभाव : सहकारी समिति में संचालकों को लाभ रूपी प्रेरक बल न होने से उत्साह और इच्छा शक्ति (लगन) से काम करने की वृत्ति कम होती है । मानद् वेतन से काम करनेवाले संचालक स्वाभाविक रूप से उत्साह से काम नहीं कर सकते । इसके अलावा अधिक डिविडेन्ड की भी यहाँ कोई संभावना नहीं है, कारण कि अधिक से अधिक कितना डिविडेन्ड दिया जा सके उस पर कानून द्वारा नियंत्रण है । इस तरह महत्तम लाभ का जो प्रेरक बल व्यक्तिगत मालिकी, साझेदारी या कंपनी में है वह सहकारी मंडली में देखने को नहीं मिलता ।

(5) सिद्धांतों की समझ का अभाव : सहकार के सिद्धांतों का ज्ञान ज्यादातर सदस्यों को नहीं होता है । ज्यादातर सदस्यों में पक्षपात, संघर्ष, अप्रामाणिकता वगैरह देखने को मिलते हैं, इससे मंडली का विकास रुक जाता है ।

(6) शिथिल व्यवस्थातंत्र : सहकारी ग्राहक भंडार में ग्राहक निश्चित होते हैं । अर्थात् वह बाजार प्राप्त करने का प्रयत्न नहीं करते । व्यवस्थापकों के कार्य में शिथिलता आ जाती है । व्यवस्थातंत्र खूब शिथिल हो जाता है ।

(7) मर्यादित क्षेत्र : आर्थिक प्रवृत्तियों के प्रत्येक क्षेत्र में सहकार मिल नहीं सकता । ऐसा करने के लिये सभी तरह के लोगों को अपनी ओर आकर्षित करना पड़ता है तथा आय और संपत्ति की असमानता घटानी पड़ती है । इस तरह सभी क्षेत्रों में सहकारी मंडली चल नहीं सकती।

साझेदारी संस्था के दोष अथवा मर्यादाएँ (Limitation of Partnership) निम्नलिखित हैं :

(1) सीमित आयुष्य : साझेदारी संस्था का आयुष्य सीमित होता है क्योंकि साझेदारों की निवृत्ति, पागलपन, मृत्यु, दिवालियापन इत्यादि स्थिति में साझेदारी संस्था का अस्तित्व लम्बे समय तक नहीं टिक पाता है ।

(2) असीमित जिम्मेदारी (दायित्व) : इसमें प्रत्येक साझेदार का दायित्व असीमित होता है, जिससे संस्था को अच्छी शान मिलती है, परन्तु साझेदारों के लिए जोखिमभरा होता है । संस्था में अधिक हानि होने पर ऋण की अदायगी करने हेतु साझेदारों को अपनी व्यक्तिगत (निजी) सम्पत्तियों का त्याग करना पड़ता है, जिससे उनका परिवार बेघर भी हो सकता है । असीमित दायित्व के कारण भी वह जोखिम उठाना पसन्द नहीं करता ।

(3) हिरसे के हस्तान्तरण में कठिनाई : साझेदारी संस्था में साझेदार अपना हिस्सा अन्य व्यक्ति को सभी साझेदारों की सहमति के बिना नहीं दे सकता । अर्थात् सहमति लेना अनिवार्य होता है अन्यथा हिस्से का परिवर्तन अन्य व्यक्ति को नहीं कर सकता ।

(4) विसंवादिता की सम्भावना : साझेदारी संस्था में जब तक सभी साझेदारों के मध्य मधुर सम्बन्ध होते हैं तभी तक संस्था का संचालन व्यवस्थित होता है । यदि किसी एक साझेदार के साथ वाद-विवाद (Disput) उत्पन्न हो जाता है तो, साझेदारी संस्था के अस्तित्व के लिए खतरा हो जाता है । जिसका विपरीत असर संस्था पर पड़ता है । इन समस्याओं को दूर करने के लिए साझेदारों की संख्या सीमित की जा सकती है ।

(5) स्वतंत्र व्यक्तित्व का अभाव : कम्पनी की तरह साझेदारी संस्था का अलग स्वतंत्र व्यक्तित्व नहीं होता है । साझेदारी संस्था अपने साझेदारों से अपने नाम से अलग सम्पत्ति नहीं रख सकती । दूसरी संस्था के साथ साझेदारी नहीं कर सकती । इसके अलावा किसी भी कम्पनी में सदस्य भी नहीं बन सकती ।

(6) विश्वास की कमी : साझेदारी संस्था का हिसाब निजी रहता है एवं इसके संचालन पर सरकारी नियंत्रण कम होता है । जिससे बाहरी व्यक्तियों अथवा संस्थाओं को संस्था-सम्बन्धी आवश्यक जानकारी नहीं रहती है । जिससे वे संस्था पर कम विश्वास करते हैं एवं संस्था के साथ व्यवहार सोच-समझकर करते हैं ।

(7) सीमित पूँजी : साझेदारी संस्था में बड़ी इकाईयों अथवा कम्पनियों की अपेक्षाकृत कम पूँजी देखने को मिलती है । कम पूँजी होने से धन्धे का विकास नहीं हो पाता तथा संशोधन जैसे कार्य भी नहीं किये जा सकते है ।

Limitation of PQLI and development of HDI:

1. A major criticism of the PQLI, however, is that it fails to include many other , social and psychological characteristics suggested by the term ‘quality of life’.

2. The index has also been criticized on the grounds that it lacs a proper reasoning in giving equal weightage to all the three indicators and the possibility that measures such as life expectancy and infant mortality reflect practically the same phenomenon.

3. To overcome the limitations of PQLI and other indicators, the Human Development Index (HDI) was developed.

4. The UNDP has defined human development as “a process of enlarging people’s choices”. This depends not only on income but also on other social indicators. In contrast to this PQLI considered social indicators separately.

5. The three basic indicators are: longevity, knowledge, and a decent standard of living. Longevity is measured by life expectancy at birth; knowledge is measured by a combination of the adult literacy rate and standard of living is measured by GDP per capita (in purchasing power parity US$).

6. Before the HDI is computed, an index needs to be created for each dimension, the life expectancy index, education index and income index. Performance in each dimension is expressed as a value between 0 and 1.

7. The literacy index and gross enrolment index are given two-third and one-third weightage respectively to arrive at the education index. The HDI is calculated as a simple average of the three.

8. Countries are then classified into three categories:

  1. High human development (HDI 0.800 and above),
  2. Medium human development (HDI 0.799-0.500) and
  3. Low human development (HDI below 0.500).

9. The beauty of HDI is that once the increase in income passes the cut-off point, it is faced with diminishing returns and this makes it necessary to let the social indicators determine the HDI. Thus, the index is tuned to the growing concern among nations, regarding human development.

10. The HDI, unlike other indices which measure absolute levels, ranks countries in relation to each other. The index takes the progress made from the minimum towards the maximum.

कंपनी के धन्धाकीय लाभ निम्नानुसार हैं:

(1) बड़े पैमाने पर पूँजी प्राप्त करने की संभावना : औद्योगिक विकास के साथ धन्धाकीय इकाई के कद में वृद्धि होने से आज व्यापारउद्योगों के लिये करोड़ों रुपये की पूँजी की आवश्यकता रहती है । इसके लिए आवश्यक पूँजी सिर्फ कंपनी ही एकत्र कर सकती है । कारण कि कंपनी छोटी रकम के शेयर घोषित करती है, जिसे मध्यम वर्ग के मनुष्य भी खरीद सकते हैं । इसके अलावा, कंपनी अलग-अलग प्रकार के शेयर घोषित करती है, जो अलग स्वभाववाले व्यक्ति खरीद कर कंपनी की पूँजी में योगदान देते हैं ।

(2) सीमित दायित्व : कंपनी के शेयरहोल्डर का दायित्व उनके द्वारा खरीदे गये शेयर तक ही सीमित होता है । कंपनी का विसर्जन होने पर सदस्यों का दायित्व शेयर की बाकी रकम तक ही रहता है । सदस्यों की निजी मिल्कियत को कोई असर नहीं होता । कंपनी के इस लक्षण ने उसके विकास में महत्त्वपूर्ण योगदान दिया है । जोखिम न उठानेवाले व्यक्ति भी कंपनी में रकम लगाता है तथा कंपनी के संचालक प्रयोग भी कर सकते हैं क्योंकि असफलता के समय में जोखिम मर्यादित रहता है । अगर प्रयोग सफल रहा तो समाज को खूब लाभ होता है ।

(3) अस्तित्व-सातत्य : साझेदारी संस्था या व्यक्तिगत मालिकी की तरह कंपनी के सदस्य का मृत्यू या दिवालिया होने पर कंपनी के अस्तित्व को कोई असर नहीं होता । कंपनी का उसके सदस्यों से अलग व्यक्तित्व होने से लंबे समय की योजनाएँ बनाई जा सकती हैं । धंधे की स्थिरता में भी यह लक्षण महत्त्वपूर्ण हिस्सा रखता है ।

(4) अधिक शाख : कंपनी का कार्य-क्षेत्र उसके मेमोरेन्डम ऑफ एसोसियेसन में बताया गया होता है । बाहरी कोई भी व्यक्ति उसे देख सकता है । इसके उपरांत कंपनी की शेयर-पूँजी अधिक होने के कारण तथा विशाल प्रमाण में मिल्कियतों के कारण व्यापारी और शराफी कंपनियाँ माल और रकम उधार देने से नहीं डरती हैं । कंपनी कम ब्याज पर आसानी से ऋण प्राप्त कर सकती है और शान भी प्राप्त कर सकती है ।

(5) लोकशाही संचालन : कंपनी एक छोटा-सा लोकशाही राज्य है । उसकी व्यवस्था उसके मालिकों के द्वारा चुने गये प्रतिनिधियों के द्वारा किया जाता है । शेयरहोल्डरों के बहुमत से ही महत्त्वपूर्ण निर्णय लिये जाते हैं । डिरेक्टर, मैनेजिंग डिरेक्टर वगैरह की नियुक्ति शेयरहोल्डर करते हैं और सामान्य सभा में नोटिस देकर उसे दूर कर सकते हैं ।

(6) कार्यक्षम संचालन : कंपनी में मालिकी और संचालन का विभाजन होने के कारण कंपनी के संचालन के लिये कुशल, अनुभवी और सजग व्यक्ति की नियुक्ति की जा सकती है । इसके उपरांत विविध कार्यों के लिये विविध विशिष्ट व्यक्तियों की नियुक्ति की जा सकती है । इस तरह कंपनी का संचालन कार्यक्षम होता है । समाज का बुद्धिशाली वर्ग जिस पूँजी के अभाव से खुद का धन्धा प्रारंभ न कर सके, वह भी कंपनी में डायरेक्टर बन सकता है और समाज को बुद्धि और कुशलता का लाभ मिल सकता है ।

(7) जोखिम का वितरण : साझेदारी और व्यक्तिगत मालिकी में नुकसान एक व्यक्ति अथवा मुट्ठीभर व्यक्तियों को ही सहन करना पड़ता है । परंतु कंपनी में अनेक शेयरहोल्डर होने से नुकसान का जोखिम सभी शेयरहोल्डरों के बीच बँट जाने से अमुक व्यक्तियों पर बोझ रूप नहीं रहता ।

(8) कम संचालकीय वेतन : कंपनी का संचालन करने के लिये डिरेक्टर अथवा मैनेजिंग डिरेक्टर को जो वेतन दिया जाता है वह प्रमाण में कम होता है । उतनी ही निपुणता और कुशलता बताने के लिये व्यक्तिगत मालिकी और साझेदारी में भारी वेतन की आशा रखी जाती है ।

(9) शेयर के परिवर्तन की सफलता : कंपनी में रकम लगानेवाला व्यक्ति धनाभाव का संकट पड़ने पर शेयर बेचकर रकम वापस प्राप्त कर सकता है । शेयर-बाजारों ने इस कार्य को खूब सरल बनाया है । इसलिये छोटी-मोटी रकम लगानेवाले कंपनी में रकम लगाने से नहीं डरते हैं । कारण कि हमेशा के लिए उसकी रकम नहीं रुकती । हालांकि निजी कंपनियों में शेयर के परिवर्तन पर नियंत्रण होता है, परंतु प्रतिबंध नहीं होता ।

(10) बड़े पैमाने पर उत्पादन : विशाल पूँजी और कार्यक्षम संचालन के कारण बड़े पैमाने का लाभ कंपनी को मिल सकता है ।। बड़े पैमाने पर खरीदी, बड़े पैमाने पर विक्रय, आधुनिक विशालकाय यंत्रों का उपयोग विविध निष्णातों की सेवा, संशोधन की सुविधा वगैरह के कारण कम खर्च से अधिक उत्पादन संभव बनता है ।

(11) निष्णातों की सेवा : विशाल पूँजी कोष और वित्तीय साधनों के कारण कंपनी क्रय, विक्रय, उत्पादन, द्रव्य-व्यवस्था वगैरह कार्यों के लिये विविध निष्णातों की सेवा का लाभ ले सकती है । ऐसी कंपनियों की प्रतिष्ठा और स्थिरता के कारण लोग ऐसी कंपनियों में जुड़ना पसंद करते हैं ।

(12) धंधाकीय स्थिरता : कंपनी में विशाल पूँजी कोष एकत्रित होने के बावजूद उसका संचालन तो मात्र मर्यादित संख्या में चुने गये डायरेक्टरों के द्वारा ही किया जाता है । उसे कानून में दर्शाये गये विधि और नियम के अनुसार ही कार्य करना होता है । इससे कंपनी में धन्धाकीय स्थिरता रहती है ।

(13) सामाजिक लाभ : कंपनी की स्थापना से असंख्य लोगों को रोजगार प्राप्त होता है । कई कंपनियाँ स्थानिक विस्तार में स्कूल, कॉलेज, चिकित्सालय, बगीचा, खेलकूद के मैदान का विकास इत्यादि के हेतु आर्थिक सहायता प्रदान करती हैं । राष्ट्रीय आय में वृद्धि तथा देश के आर्थिक विकास में योगदान प्रदान करती हैं ।

कंपनी की मर्यादाएँ : कंपनी की मर्यादाएँ (Limitations of Joint Stock Company) निम्नलिखित होती हैं :

(1) स्थापना में कठिनाई : कंपनी की स्थापना-विधि व्यक्तिगत मालिकी एवं साझेदारी की तरह सरल नहीं है । अन्य की अपेक्षाकृत जटिल व लम्बी है । कंपनी की स्थापना के लिये कानून की अनेक विधियाँ करनी पड़ती हैं, अनेक दस्तावेज तैयार करने पड़ते हैं । इस तरह, कंपनी की स्थापनाविधि लंबी, जटिल और खर्चीली है ।

(2) जनता से धोखा : कंपनी में आसानी से रकम प्राप्त हो जाने से अप्रामाणिक प्रायोजक जनता को धोखा देते हैं । जनता को शेयर खरीदने का आमंत्रण देनेवाला जो विज्ञापनपत्र समाचार-पत्रों में प्रकाशित किया जाता है, वह खूब आकर्षक ढंग से बनाया जाता है । उसमें कंपनी के भविष्य का गुलाबी चित्र बनाया जाता है । जनता को डिरेक्टर या मैनेजिंग डिरेक्टरों के बारे में कोई निजी जानकारी न होने से वे शेयर खरीदते हैं और मुसीबत में फँस जाते हैं ।

(3) तानाशाही व्यवस्था : कंपनी में लोकशाही व्यवस्था होने पर भी और शेयरहोल्डरों की सत्ता सर्वोपरि होने के बावजद व्यवहार में शेयरहोल्डरों की सत्ता नाममात्र की ही रहती है । इस स्वरूप में मुट्ठीभर शेयरहोल्डर या डिरेक्टर्स की तानाशाही का सबसे खराब स्वरूप देखने को मिलता है । अनेक व्यक्ति गबन करने पर भी संचालक नियुक्त हो जाते हैं । कंपनी में प्रतिशेयर मताधिकार होने से धनी व्यक्ति पैसों के जोर पर अधिक शेर खरीद कर संचालन पर अधिकार रखते हैं ।

(4) परिवर्तन क्षमता का अभाव : कंपनी में किसी भी तरह के परिवर्तन के लिये कंपनी-कानून के अनुसार चलना पड़ता है । इसके लिये शेयरहोल्डर्स की सभा में सूचना, पूँजी-नियामक सरकार या अदालत की मंजूरी वगैरह अनेक कार्रवाई करनी पड़ती हैं। इस । तरह व्यक्तिगत मालिकी और साझेदारी की तुलना में कंपनी में जल्दी से परिवर्तन नहीं किया जा सकता अर्थात् परिवर्तनशीलता का अभाव । देखने को मिलता है ।

(5) अधिक कर-बोझ : कंपनी के विशाल कद के कारण आय का प्रमाण भी अधिक रहता है । सरकार कंपनियों पर अधिक प्रमाण में कर लादती है । जैसे – कोर्पोरेशन टैक्स, विक्रयकर, सुपर प्रोफिट टैक्स वगैरह । जबकि व्यक्तिगत मालिकी और साझेदारी में लाभ का प्रमाण कम होने से कर-बोझ कम रहता है ।

(6) व्यवस्थापकीय खर्च : कंपनी के व्यवस्थापकीय खर्च का प्रमाण अधिक देखने को मिलता है । कंपनी के विशाल कद और बडे पैमाने की प्रवृत्ति के कारण कामकाज के लिये अनेक निष्णात और कर्मचारियों की आवश्यकता पड़ती है । उन्हें अधिक वेतन देना पड़ता है तथा कंपनी के संचालक, सेक्रेटरी, मैनेजर, मैनेजिंग डिरेक्टर वगैरह को भी अधिक वेतन तथा अन्य सुविधाएँ देनी पड़ती हैं । इस तरह, कंपनी के व्यवस्था के पीछे अधिक प्रमाण में खर्च करना पड़ता है ।

(7) लघुमत का शोषण : उपरोक्त मुद्दे में से यह मुद्दा उपस्थित होता है । कंपनी की सभा के निर्णय बहुमती से ही लिये जाते हैं । परिणामस्वरूप लघुमत में रहे हुए सदस्यों ही कंपनी में कोई आवाज नहीं है । संचालक कितनी बार ज्यादातर मत खुद के पास रखकर खुद की इच्छा के कार्य करवाते हैं ।

(8) रहस्य की गुप्तता का अभाव : सार्वजनिक कंपनी को खुद के व्यापार से संबंधित सभी बातों को घोषित करना पड़ता है । लाभहानि खाता, पक्की तलपट तथा दूसरी अनेक बातें उसे प्रसिद्ध करनी पड़ती हैं । शेयरहोल्डरों की सभा में पूछे जानेवाले प्रश्नों का उचित उत्तर देना पड़ता है । जबकि साझेदारी या व्यक्तिगत व्यापार में रहस्य गुप्त रख्खे जा सकते हैं ।

(9) आंतरिक जानकारी का दुरुपयोग : कंपनी के डिरेक्टर्स तथा मैनेजिंग डिरेक्टर्स संचालन की दृष्टि से छोटी बातों की जानकारी रखते हैं । वे इस जानकारी का लाभ खुद के हित के लिये उठाते हैं । डिविडेन्ड घोषित करना हो तो बड़े पैमाने पर शेयर की खरीदी या विक्रय खुद करते हैं । डिविडेन्ड घोषित होने के बाद भाव बढ़े तो शेयर का विक्रय कर लाभ करते हैं अथवा भाव घटे तो कम कीमत पर शेयर खरीद लेते हैं । इसके अलावा इस जानकारी का उपयोग करके शेयर बाजार में हलचल मचा सकते हैं ।

(10) संचालक की गैररीतियाँ : डिरेक्टर और मैनेजिंग डिरेक्टर कंपनी का संचालन शेयर-होल्डरों के हित में करने के बदले खुद के हित में करते हैं । कम कीमतवाले अधिक मताधिकारवाले शेयर खुद के पास रखकर व्यवस्था में खुद की इच्छा से कंपनी के पास से अनेक प्रकार के भत्ते प्राप्त कर कंपनी का शोषण करते हैं । कंपनी की रकम का उपयोग अपने निजी कार्य के लिए करते हैं ।

(11) निजी रस का अभाव : कंपनी का संचालन वेतन प्राप्त करनेवाले व्यक्ति करते हैं । स्वाभाविक रूप से उन्हें कार्यक्षम संचालन में कोई रस नहीं होता । मालिकी और संचालन अलग होने के कारण कंपनी का संचालन शेयरहोल्डरों के हित में नहीं होता ।

(12) कानून का पालन : कंपनी की स्थापना का काम अपेक्षाकृत मुश्किल है । कानून की अनेक विधियाँ करनी पड़ती हैं । अनेक दस्तावेज तैयार करने पड़ते हैं । स्थापना के बाद अनेक पत्रक हर वर्ष रजिस्ट्रार के पास भेजने पड़ते हैं । पक्की तलपट तथा लाभ-हानि खाता प्रदर्शित करना होता है तथा कानून की अनेक बातों का पालन करना होता है । अगर इनका पालन न किया जाये तो दंड भी हो सकता है।

(13) निर्णय में विलंब : कंपनी के महत्त्वपूर्ण निर्णय सभा में लिये जाते हैं । परंतु डिरेक्टरों या शेयरहोल्डरों की सभा को बुलाने के लिये जो विधि करनी पड़ती है उसमें समय का व्यय होता है । व्यक्तिगत व्यापार या साझेदारी में नये संजोगों के उपस्थित होने पर शीघ्र निर्णय लिया जा सकता है, जो कि कंपनी में सम्भव नहीं है । निर्णय में देरी कई बार कंपनी के लिए समस्या भी उत्पन्न कर सकती है ।
