Answer» समकालीन युग वैश्वीकरण का युग है। विश्व की प्राचीनतम सभ्यताओं में से एक तथा विश्व के सबसे बड़े जनतंत्र और एक प्रमुख अर्थव्यवस्था के रूप में भारत की विश्व में वृहत्तर भूमिका की आवश्यकता है। यह भारत के शक्ति संवर्द्धन और आर्थिक उन्नति के लिए भी अपरिहार्य है। भारत के इस लक्ष्य की प्राप्ति के निमित्त उच्चतर शिक्षा में गुणात्मक सुधार, विस्तार और इसका अंतरराष्ट्रीयकरण सर्वाधिक प्रभावी माध्यम हो सकता है। उच्चतर शिक्षा के अंतर्राष्ट्रीयकरण से भारतीयों के अंतरराष्ट्रीय समझ और संपर्क में बढ़ोतरी होगी। विश्व के अन्य विकसित देशों के साथ चलने के लिए भी उच्चशिक्षा का अंतरराष्ट्रीयकरण आवश्यक है। अंतरराष्ट्रीयता शिक्षा प्रणाली में सुधार का प्रधान ध्येय होना चाहिए। अत्यंत तोष का विषय है कि भारत सरकार उच्चतर शिक्षा के अंतरराष्ट्रीयकरण की पक्षधर है और इस दिशा में अग्रसर है। सरकार ने नीति आयोग को विदेशी विद्यालयों के द्वारा भारत में परिसर स्थापित करें हेतु दिशानिर्देश तैयार करने को कहा है । प्राचीन भारत समकालीन विश्व में ज्ञान-विज्ञान के क्षेत्र में अग्रणी था। मध्यकालीन विदेशी दासता के दौर में भारत ज्ञान-गवेषणा के क्षेत्र में पिछड़ गया और दासता भारतीय मानस पर प्रभावी होने लगी। आज समय आ गया है कि भारत विश्वगुरु की अपनी भूमिका को पुनर्जीवित करे और विश्व का अपनी समस्याओं से त्राण पाने में मार्गदर्शन करे। इस उद्देश्य से भी भारत की शिक्षा व्यवस्था का अंतरराष्ट्रीयकरण आवश्यक है। यहाँ यह तथ्य उल्लेखनीय है कि यदि भारत सनातन परम्परा में अन्तर्निहित मानवीयता के श्रेष्ठतम मूल्यों को विश्वपटल पर प्रतिष्ठापित करना चाहता है तो उसे स्वयं की उपस्थिति और प्रभाव को विश्वव्यापी बनाना होगा। आज का युग ज्ञान का युग है, व्यापक विचार विनिमय का युग है। इस दौर में भारत के विश्वबंधुत्व का सन्देश सर्वत्र अपनी जगह बना सकता है। भारतीय राष्ट्र की उद्दात्त भावना अन्य जनों को उनकी संकीर्ण राष्ट्रीयता की दायरे से बाहर ला सकती है। इस लक्ष्य की व्यापक प्राप्ति के लिए अनेक तरह के उपाय अपनाए जा सकते हैं। पहला यह होना चाहिए कि भारत के सभी विश्वविद्यालय अंतरराष्ट्रीय हों। भारत के प्रत्येक विश्वविद्यालय की कोशिश होनी चाहिए कि वहाँ हर महाद्वीप और अधिकतम राष्ट्रों का प्रतिनिधित्व हो। इन विश्वविद्यालयों में ऐसी व्यवस्था हो कि विश्व की श्रेष्ठ प्रतिभाएँ इनमें शिक्षक, शोधार्थी और शिक्षार्थी के रूप में स्थान पाने के लिए प्रतिस्पर्द्धा करें । दूसरा, भारतीय विश्वविद्यालयों तथा शिक्षण संस्थानों को भिन्न देशों में अपनी शाखाएँ, परिसर या स्वतन्त्र विश्वविद्यालय खोलने की स्वतंत्रता और क्षमता होनी चाहिए। तीसरा, अन्य देशों के विश्वविद्यालयों तथा शिक्षण संस्थानों का भी भारत में स्वागत होना चाहिए। चौथा, देश के सभी विश्वविद्यालयों में देश और विदेश के अन्य विश्वविद्यालयों से शिक्षकों और शिक्षार्थियों के आदान-प्रदान की व्यवस्था होनी चाहिए। पाँचवा, देश के शिक्षण संस्थानों में कार्यरत शिक्षकों को अध्ययन तथा प्रशिक्षण हेतु विदेशी विश्वविद्यालय भेजे जाने चाहिए। इसके साथ ही भारतीय छात्रों को विदेशों में पढ़ने के लिए प्रोत्साहन और सहायता दी जानी चाहिए। शिक्षा के अंतरराष्ट्रीयकरण से भारतीय छात्र सही मायने में राष्ट्रीय और वैश्विक दृष्टिकोण विकसित कर सकेंगे। यहाँ यह स्पष्ट करना आवश्यक है कि अंतरराष्ट्रीयता समय की आवश्यकता है। वैश्वीकरण के इस युग में अर्थव्यवस्था का अंतर्राष्ट्रीयकरण अनिवार्य है। इस तरह की प्रतियोगिता में बने रहने के लिए उच्च शिक्षा का भी अंतरराष्ट्रीयकरण आवश्यक है। यह विश्व बाज़ार को समझने और वैश्विक संपर्क का आधार होगा। उदाहरण के लिए किसी अंतरराष्ट्रीय प्रबंध संस्थान के स्नातकों का अर्थव्यवस्था का ज्ञान और व्यक्तिगत संपर्क स्वाभाविक रूप से अंतरराष्ट्रीय होगा, जो वैश्वीकरण के युग में प्रबंधकों की सफलता का अपरिहार्य सूत्र है। आर्थिक कारणों के इतर भी इस तरह की व्यवस्था की सकारात्मकता व्यापक है। पूरी चर्चा का प्रधान ध्येय इस आवश्यकता को इंगित करना है कि शिक्षा और शिक्षक की भूमिका समाज और राष्ट्र के उत्थान में आधारभूत है। शिक्षा और शिक्षकों को दासता के दौर में समाज के अग्रदूत की भूमिका से अलग कर दिया गया था। आज उस स्थिति को पुनर्स्थापित करने की आवश्यकता है। |
