Answer» सहकारिता का अर्थ एवं परिभाषाएँ सहकारिता का सामान्य अर्थ पारस्परिक सहयोग द्वारा कार्य करना है। अकेला व्यक्ति जिस कार्य को करने में सक्षम नहीं होता, वह दूसरों की सहायता से उस लक्ष्य को पाने में सफल हो जाता है। सहकारिता शब्द ‘सहकारिता’ शब्दों से मिलकर बना है। ‘सह’ का अर्थ है साथ-साथ, जब कि ‘कारिता’ कार्य करने का बोधक है। अतः सहकारिता का शाब्दिक अर्थ हुआ-‘साथ-साथ मिलजुल कर कार्य करना।’ इस प्रकार सहकारिता एक ऐसा संगठन है जिसमें व्यक्ति स्वेच्छा से आत्म-उन्नति के लिए सम्मिलित होते हैं। सहकारिता एक ऐच्छिक संगठन है जिसका निर्माण प्रजातान्त्रिक आधार पर किया जाता है। भारत में सहकारिता आन्दोलन का प्रारम्भ 1904 ई० में हुआ था, परन्तु इसकी प्रगति अत्यन्त मन्द थी। स्वतन्त्रता-प्राप्ति के पश्चात् इस आन्दोलन में तेजी आयी है। स्वेच्छा से समान हितों की पूर्ति के लिए मिलजुल कर कार्य करने की भावना सहकारिता कहलाती है। सहकारिता के मुख्य सिद्धान्त सहकारिता कुछ मूलभूत सिद्धान्तों पर आधारित है। सहकारिता के मुख्य सिद्धान्त निम्नलिखित सहकारिता की विशेषताएँ सहकारिता की प्रमुख विशेषताएँ निम्नलिखित हैं भारत में कार्यरत सहकारी समितियाँ भारत सरकार ने 1904 ई० में ग्रामीण ऋणग्रस्तता समाप्त होने के उद्देश्य से सरकारी ऋण समितियाँ अधिनियम’ पारित किया। इसके पश्चात् 1912 ई० में ‘सहकारिता समितियाँ अधिनियम पारित करके देश में सहकारी समितियों का संगठन किया गया। वर्तमान समय में भारत में 3.56 लाख सहकारी समितियाँ कार्य कर रही हैं। इनमें से 67% समितियाँ ग्रामीण विकास में लगी हैं। इन समितियों की सदस्य-संख्या 16.1 करोड़ तथा इनकी कार्यशील कुल पूँजी 62,570 करोड़ रुपये है। भारत में इस समय निम्नलिखित सहकारी समितियाँ कार्य कर रही हैं 1. प्राथमिक कृषि ऋण समितियाँ – यह एक सहकारी साख समिति है, जिसका प्रमुख कार्य किसानों की आर्थिक स्थिति में सुधार करने के लिए उन्हें ऋण उपलब्ध करवाना है। ऐसा अनुमान लगाया जाता है कि इन समितियों की कुल संख्या लगभग 94 हजार है तथा 9.20 करोड़ से भी अधिक कृषक इनके सदस्य हैं। ऋण का भुगतान केवल कृषि उत्पादन बढ़ाने के लिए किया जाता है। ठीक प्रकार से कार्य निष्पादन न कर पाने के कारण इन समितियों की संख्या निरन्तर घट रही है। गोरवाला समिति के सुझाव के अनुसार बड़े आकार वाली सहकारी समितियाँ स्थापित की जानी चाहिए। 2. सहकारी भूमि विकास बैंक – यह भी एक सहकारी साख समिति है, जिसका उद्देश्य कृषकों को लम्बी अवधि के लिए कम ब्याज पर ऋण उपलब्ध करवाना है। इसकी 1,707 से अधिक शाखाएँ हैं तथा सहकारी भूमि विकास बैंक कृषकों की आर्थिक स्थिति, ऋण की उपयोगिता तथा भूमि की दशा और विकास की सम्भावनाओं को देखते हुए ऋण प्रदान करते हैं। इसके अन्तर्गत (1) केन्द्रीय विकास बैंक तथा (2) प्राथमिक भूमि विकास बैंक किसानों की भूमि रहन रखकर ऋण उपलब्ध कराते हैं। 3. सहकारी कृषि समितियाँ – ये उत्पादन व वितरण से सम्बन्धित सहकारी समितियाँ हैं, जिनका उद्देश्य कृषि की दशा में सुधार करना तथा कृषि उत्पादन में वृद्धि करना है। इसके अन्तर्गत निम्नलिखित कृषि समितियाँ कार्यरत हैं ⦁ सहकारी संयुक्त कृषि समितियाँ, सहकारी सिंचाई समितियाँ कुएँ खोदने तथा नलकूप लगाने इत्यादि के लिए ऋण देती हैं, जबकि चकबन्दी समितियाँ बिखरे टुकड़ों को एक ही बनाने का कार्य करती हैं। 4. सहकारी औद्योगिक समितियाँ – इन सहकारी समितियों का उद्देश्य गाँवों में लोगों को लघु एवं कुटीर उद्योग लगाने की सुविधाएँ तथा रोजगार के अवसर प्रदान करने में सहायता देना है। कच्चे माल तथा प्रशिक्षण भी इन समितियों द्वारा उपलब्ध कराये जाते हैं। 54 हजार से भी अधिक ऐसी औद्योगिक समितियाँ अनेक प्रकार के उद्योगों के विकास में तथा सामान को बेचने व निर्यात करने में महत्त्वपूर्ण भूमिका निभा रही हैं। चमड़ा रँगने, फल व सब्जियों को डिब्बों में बन्द करने, मिट्टी के बर्तन बनाने, तेल, गुड़, साबुन और ताड़ उद्योगों से सम्बन्धित सहकारी समितियाँ भी स्थापित की गयी हैं। 5. सहकारी दुग्ध-आपूर्ति समितियाँ – इनका कार्य दुग्ध एवं डेयरी उद्योग को प्रोत्साहन देना है। पशुओं की नस्ल सुधारने तथा दुग्ध उत्पादन में वृद्धि करने में इन समितियों का विशेष योगदान है। आज 31 हजार से भी अधिक प्राथमिक दुग्ध-पूर्ति समितियों की स्थापना हो चुकी ै और अधिक-से-अधिक लोग इनसे लाभान्वित हो रहे हैं। 6. सहकारी विपणन समितियाँ – इन समितियों की स्थापना का उद्देश्य किसानों को दलालों के शोषण से बचाना तथा उनकी उपज का सही मूल्य दिलवाना है। ये समितियाँ किसानों से सीधे अनाज खरीदती हैं तथा बाजार मूल्य पर किसानों को तुरन्त भुगतान भी कर दिया जाता है। 7. बह-उद्देशीय सहकारी समितियाँ – आर्थिक विकास के लिए गठित इन समितियों का उद्देश्य लोगों के जीवन की अनिवार्य आवश्यकताओं से सम्बन्धित वस्तुएँ प्रदान करना है। ऋण देने के साथ-साथ ये समितियाँ जंगलों से प्राप्त पदार्थों के विक्रय तथा कृषि उपकरणों को भी प्रबन्ध करती हैं। 8. सहकारी उपभोक्ता समितियाँ – इनका उद्देश्य गाँवों तथा नगरों में उपभोक्ताओं को उचित कीमत पर वस्तुएँ प्रदान करना है। ऋण देने के साथ-साथ ये समितियाँ जंगलों में पदार्थों के विक्रय तथा कृषि उपकरणों का भी प्रबन्ध करती हैं। 9. सहकारी आवास समितियाँ – इनका मुख्य उद्देश्य सदस्यों को आवास की सुविधाएँ उपलब्ध कराने और गृह-निर्माण के लिए भिन्न प्रकार के ऋण उपलब्ध कराना है। ऐसी समितियाँ रोशनी, सड़कों का निर्माण तथा पीने के पानी की व्यवस्था करने का कार्य भी करती हैं। |
