इनमें सबसे असाधारण है सारनाथ में पाया गया, पॉलिश किया गया एकाश्मिक शीर्ष जो कि अब भारत सरकार का चिह्न है । इसमें चार दहाड़ते हुए सिंहों को चार प्रमुख दिशाओं की ओर मुँह किए हुए और एक दूसरे की ओर पीठ किए हुए दिखाया गया है । गोलाकार शीर्षफलक को चार धर्मचक्रों से अलंकृत किया गया है जिनके बीच में बारी-बारी से एक हाथी, एक वृषभ, एक घोड़े और एक सिंह को अत्यंत कुशलता से उत्कीर्ण किया गया है । शीर्षफलक का आधार घंटी के आकार का है जिसमें धर्मचक्र के साथ एक कमल है जो संभवत: मानव बल के आगे सच्चाई की जीत का प्रतीक है । आकृतियों की बेहतरीन बनावट यथार्थवादी और विशिष्ट होने के अलावा इनमें शक्ति और गरिमा भी निहित है जो कि मौर्य कला के अभिजात और अंतर्राष्ट्रीय स्वरूप पर प्रकाश डालती है ।
