विश्व के सबसे विशाल साम्राज्यों में से एक था। यूँ तो पाँचवी सदी के अन्त तक इस साम्राज्य का पतन हो गया था और इस्तांबुल (कॉन्स्टेन्टिनोपल) इसके पूर्वी शाखा की राजधानी बन गई थी पर सन् १४५३ में उस्मानों (ऑटोमन तुर्क) ने इसपर भी अधिकार कर लिया था। यह यूरोप के इतिहास और संस्कृति का एक महत्वपूर्ण अंग है।

रोमन साम्राज्य रोमन गणतंत्र का परवर्ती था। ऑक्टेवियन ने जूलियस सीज़र के सभी संतानों को मार दिया तथा इसके अलावा उसने मार्क एन्टोनी को भी हराया जिसके बाद मार्क ने खुदकुशी कर ली। इसके बाद ऑक्टेवियन को रोमन सीनेट ने ऑगस्टस का नाम दिया। वह ऑगस्टस सीज़र के नाम से सत्तारूढ़ हुआ। इसके बाद सीज़र नाम एक पारिवारिक उपनाम से बढ़कर एक पदवी स्वरूप नाम बन गया। इससे निकले शब्द ज़ार (रूस में) और कैज़र (जर्मन और तुर्क) आज भी विद्यमान हैं।

गृहयुद्धों के कारण रामन प्रातों (लीजन) की संख्या 50 से घटकर 28 तक आ गई थी। जिस प्रांत की वफ़ादारी पर शक था उन्हें साम्राज्य से सीधे निकाल दिया गया। डैन्यूब और एल्बे नदी पर अपनी सीमा को तय करने के लिए ऑक्टेवियन (ऑगस्टस) ने इल्लीरिया, मोएसिया, पैन्नोनिया और जर्मेनिया पर चढ़ाई के आदेश दिए। उसके प्रयासों से राइन और डैन्यूब नदियाँ उत्तर में उसके साम्राज्यों की सीमा बन गईं।

ऑगस्टस के बाद टाइबेरियस सत्तारूढ़ हुआ। वह जूलियस की तीसरी पत्नी की पहली शादी से हुआ पुत्र था। उसका शासन शांतिपूर्ण रहा। इसके बाद कैलिगुला आया जिसकी सन् 41 में हत्या कर दी गई। परिवार का एक मात्र वारिस क्लाउडियस शासक बना। सन् 43 में उसने ब्रिटेन (दक्षिणार्ध) को रोमन उपनिवेश बना दिया। इसके बाद नीरो का शासन आया जिसने सन 58-63 के बीच पार्थियनों (फारसी साम्राज्य) के साथ सफलता पूर्वक शांति समझौता कर लिया। वह रोम में लगी एक आग के कारण प्रसिद्ध है। कहा जाता है कि सन् 64 में जब रोम आग में जल रहा था तो वह वंशी बजाने में व्यस्त था। सन् 68 में उसे आत्महत्या के लिए मजबूर होना पड़ा। सन् 68-69 तक रोम में अराजकता छाई रही और गृहयुद्ध हुए। सन् 69-96 तक फ्लाव वंश का शासन आया। पहले शासक वेस्पेसियन ने स्पेन में कई सुधार कार्यक्रम चलाए। उसने कोलोसियम (एम्फीथियेटरम् फ्लावियन) के निर्माण की आधारशिला भी रखी।

सन् 96-180 के काल को पाँच अच्छे सम्राटों का काल कहा जाता है। इस समय के राजाओं ने साम्राज्य में शांतिपूर्ण ढंग से शासन किया। पूर्व में पार्थियन साम्राज्य से भी शांतिपूर्ण सम्बन्ध रहे। हँलांकि फारसियों से अर्मेनिया तथा मेसोपोटामिया में उनके युद्ध हुए पर उनकी विजय और शांति समझौतों से साम्राज्य का विस्तार बना रहा। सन् 180 में कॉमोडोस जो मार्कस ऑरेलियस सा बेटा था शासक बना। उसका शासन पहले तो शांतिपूर्ण रहा पर बाद में उसके खिलाफ़ विद्रोह और हत्या के प्रयत्न हुए। इससे वह भयभीत और इसके कारम अत्याचारी बनता गया।

सेरेवन वंश के समय रोम के सभी प्रातवासियों को रोमन नागरिकता दे दी गई। सन् 235 तक यह वंश समाप्त हो गया। इसके बाद रोम के इतिहास में संकट का काल आया। पूरब में फारसी साम्राज्य शक्तिशाली होता जा रहा था। साम्राज्य के अन्दर भी गृहयुद्ध की सी स्थिति आ गई थी। सन् 305 में कॉन्स्टेंटाइन का शासन आया। इसी वंश के शासनकाल में रोमन साम्राज्य विभाजित हो गया। सन् 360 में इस साम्राज्य के पतन के बाद साम्राज्य धीरे धीरे कमजोर होता गया। पाँचवीं सदी तक साम्राज्य का पतन होने लगा और पूर्वी रोमन साम्राज्य पूर्व में सन् 1453 तक बना रहा।
