Hyper-conjugation is the stabilizing interaction that RESULTS from the interaction of the electrons in a σ-BOND (usually C-H or C-C) with an adjacent empty or partially filled p-orbital or a π-orbital to give an extended molecular orbital that INCREASES the stability of the system.

Based on the valence bond model of bonding, hyper-conjugation can be described as "double bond - no bond resonance" but it is not what we would "NORMALLY" call resonance,

so now consider the structure of primary, secondary and tertiary carbocation,

and you will see that primary carbocation have a beta carbon that may have 2 or three possibilities of resonance structure as their are three hydrogen_carbon sigma bond which can be moved to between carbon_carbon as pi bond simultaneously.

and secondary carbocation has 4 to 6 possibilities of different resonance structured and SIMILARLY tertiary carbocation has 6 to 9 possibilities of different resonance structure on the basis of hyper-conjugation.

and as we know that a molecule that has more resonance structure is more stable and vice versa….

so therefore 3 degree ie tertiary carbo-cation has more stability than other two and secondary carbo-cation has more stability than primary one.
