NaCl can NOT be made to have ANY CHEMICAL reaction without it being dissociated into ions.

In this case we are doing electrolysis of water.

Electrolysis means dissociation of a compound by passing electricity through it. Now for electricity to flow either there must be free electrons or or ions.But here NaCl lacks both.So we heat it so that it reaches molten state where its ions are set free.Hence, electricity can flow via ions and allow the process of electrolysis to happen.
