Why is the day of a festival declared a public holiday, even when it is related to a particular religion ?

India is a secular Nation. Indian political system is neutral in the matter of religion. All religions are treated equal by the State (Nation). Every citizen of India has a right to follow any religion. Thus, as India has adopted the policy of equality towards all religions, even though some festivals in the calendar belong to some religion or sect, they are declared as public holidays.
