The third tier was added in 1992 on implementation of Panchayati Raj Act.3) The Constitution guarantees a three fold distribution of legislative power in the form of three lists namely Union list, State list and Concurrent list.4) The Constitution considers its Federal provisions one among its key cornerstones.
