Accordingly, Rani Lakshmi Bai was GIVEN an annual pension and was asked to vacate the Jhansi fort.

The British ARMY under the direction of Sir Hugh Rose arrived at Jhansi fort in 1858 with the purpose of capturing it as well as capturing Rani Laxmibai alive. So, Sir Hugh Rose had sent Rani Lakshmi Bai a message that she needs to surrender. However, Rani Lakshmi Bai refused and she led her army to fight against the British.
