Q = i^2Rt , It is directly proportional to the Resistance of the resistor, if the current is constant for a certain PERIOD of time.

For 2 ohm:
Q= 8i^2/3 J

For 4 ohm :
Q= 4i^2/3 J


So 2ohm resistor produces more heat
