While the President or the monarch (e.g. Britain) is the head of the state, the Prime Minister is the real head of the government. The Executive (the PM and his Council of Ministers) is a part of LEGISLATURE. The PM is also the leader of the party which secures majority of seats in the Parliament. Both the executive and legislature work in close co-operation with each other. The council of ministers are collectively RESPONSIBLE to the Parliament.
