Solve : Won't load to Windows, Client MAC ADDR - what does this mean??

I just purchased a new computer tower (refurbished) off of Walmart's website.
And when I plug it and turn it on it doesn't go to the Windows 10 screen LIKE it's suppose to.
Instead it says "Initializing and establishing link",
then it says "Client MAC ADDR: 6C 3B E5 #B 21 BD GUID: (a BUNCH of numbers) DHCP. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .

And it just keeps adding another dot every so often as lots of time passes.  What is going on here?  Why is it not loading up to Windows 10?If I unplug everything but the monitor it says:

PXE-E61 media test failure check cable

...then it quickly switches to a DIFFERENT screen that says...
