Solve : windows firewall..wont allow me to enable?

hi there..i am having troubles enabling my windows firewall
i havetried through the winows security and it directs me to the control panel..where i try form the firewall setting there..but that wont open either...says that windows cannot start the winows firewall/ internet connection SHARING service
what do i do now?
i am also using NORTAN ANTIVIRUS if that helps?

Not to MENTION that they are free.
