http://imgur.com/RojwJRzAre both CPUs the exact same model? I've found some info where Device manager lists 8 cores/CPUs that are the same, but you only have FOUR accessible if the second Physical CPU is not the same model.

Are there BIOS updates available for your MOTHERBOARD? Check and see if there are release notes indicating changes to multi-CPU OS support.

IKt might even be necessary to do a clean Install of Windows 10 in order for both Processors to be available.
Sometimes one is not seen if they are different steppings.
They are the same  ! :/Good to know motherboard make/model, CPU version and stepping, and BIOS version. Also answers to BC_Programmer's questions.

can u tell me how i got those info PLEASE !You can get more detailed info using some software, I like CPUID software.  CPUz & HWMonitor.  I've linked the downloads to the software names.

In addition, are you sure you are seeing only 1 CPU and not 2 CPU,s with hyper-threading disabled.

Please provide screenshots of all the tabs at once and post it.  Oh, and you can open CPUz SEVERAL times to achieve this.
