Please refer to the attached Pictorial description, & help assess the background System service/services causing this Notification window to pop-up during System startup albeit once!
YES the "Security Center" service has been set to >Manual< & even my User-account control associated notifications have also been set to >Never-Notify<...then which else Service can be held responsible for prompting such a message? This message is shortlived & pops-up from the extreme right hand corner of the taskbar & then disappears after a few seconds!
Thankfully, this do not returns until the PC is turned ON again!
Which service could be DEFYING the 'No Notification' as set within the User Accounts Control settings?
Help will be sincerely appreciated.

Please guide...That Notification is a core part of the Action Center. it cannot be turned off except by manually tearing the Action Center out of WINDOWS, which causes numerous other problems.
Better solution is to turn the Security Center service and turn off it's notifications in The "Notifications & Actions" Control panel, as I presume that is why you shut it off in the first place.Hello BC_Programmer!
Security Center service were turned off using "services.msc" & Notifications have been set to "Never Notify" within the relevant section.
Nevertheless, I can let go the prompt as it appears in a sporadic manner, & that too just once!My previous post is missing a word- it should say to turn the Security Center service on.
As I said the Action Center is the source of the message. It shows the message if it detects the Service is disabled. You can enable the service and disable any notifications that were coming from the Security Center itself instead.
