Buy a PC with a new OS. No point in buying one with XP installed. WINDOWS 7 is a very good choice. And look for a warranty. Some come with a one year warranty.
Buying a used item as parts only is not a good idea. Unless you are really very sure of yourself.

I would find a place place that repairs them and also sells used. You would have a better chance of finding one that WORKS well and a place of recourse if what you bought quits working.
