Solve : video stream stops?

When trying to stream video from any web site, I get about 15 seconds worth,
 then a spinning symbol in the video display. Sometimes with a "buffering" message.
 The stream doesn't resume.
 This happens on youtube and  flixxy and some lesser known streaming websites.
I have the latest version of Flash Player, and Windows Media Player, most recent driver for my video card.
I am running Win XP with SP3 with 3 GB RAM.
This happens with Firefox, Internet Explorer and Chrome browsers.
I have cable modem with Comcast ISP 15 Mbps (advertised speed). Speedtest shows download at 5 to 18 Mbps.

Is there a video buffer size that can be increased or some other setting that would resolve or help with this frustating situation?

Thanks for any suggestions and advice.This phenomenon has all the earmarks of a SLOW isp connection. From your speed test results that would normally eliminate that as the cause. However i would contact the Comcast people and tell them of your problem. Your ram LOOKS to be adequate also. Someone with more KNOWLEDGE may wish to suggest whether your video card could be a factor here. Is this a recent phenomenon that was previously not present. If that is the case can you relate to any coincident event or change to the computer when this 1st AROSE? truenorth
