Solve : Transparent Desktop Icons?

Hey everyone. I've been having some problems with my desktop. I just recently SAVED a page to my desktop from internet explorer and then my ICONS started to get all wierd.

I followed their instructions but my icon's BORDER is still messed up. My O/S is Windows XP Pro SP2.

That was a picture of my desktop before I saved a page to my desktop from IE.




All I did was open IE>Right Click>Set as desktop item and then when i checked my desktop i had a wierd color border around my icons. I tried editing the image with photoshop but it didn't help. I also tried entering the colors like RED and etc in the desktop properties but it didn't do anything either. if anyone knows how to fix this plz help me!SHOW us what your wallpaper looks like now?
