Answer» when i am looking at my windows screen, my task bar is at the top. Not sure how it got there, but i want it back in the BASEMENT. I cannot drag it there. any options??

RIGHT-click on the taskbar and make sure Lock the Taskbar is unchecked. Click and hold down your left mouse button on the taskbar and drag it to the bottom of your display. Release the mouse button. Right-click on the taskbar once again and check Lock the Taskbar.
That should do it, DOCI put mine at the top because there are far less occasions when you go to the top edge of the screen with the mouse than when you go to the bottom.
If you have auto-hide on to get more space on the screen it can get annoying if you take the mouse cursor too far down and the task-bar pops up in the way of the button you wanted to click on.
I would leave it at the top.
Dismantled and CLEANED my five year old mouse yesterday. Now have a SuperMouse which is better than new. (Beware springs! Take GOOD note of where they go!)
My sister took hers to the Vet and he gave her a new one. But then her husband is a Vet anyway.
Just make sure that you see the right sort of vet.
