Can ANYONE kindly send me step-by-step instructions how to improve human SKIN on an image using Photoshop CS 5?

For example, how to change the colour of one's underchin which is dark to make it the same colour as the rest of the face?

And how to smooth out the face if there are blemishes on it?

I know that there are Photoshop tutorials online but I have had no SUCCESS using them,
as the accent is not very clear to me who is hard of hearing (even though I wear a hearing aid). Moreover, at my age I need step-by-step directions as an IMPORTANT (to me) adjunct to a video tutorial.

I might as well add that English is not my native language,and although I have no difficulty with the written word, the spoken word ofttimes baffles me.
