Solve : Setting keeps changing on me.?

I have a dell latitude d620 laptop computer running windows XP Professional with service pack 3. My problem is when I log on the internet and my Yahoo homepage opens up . I scroll down to the news section and click on more news . when that page opens up  in the more news section it has my local news, I live in Indiana and it shows sunnyvale,California. when I set it to my zip code and check the default box it will go to my zip code, if i shut down my computer and start it up later it is back on Sunnyvale ,Ca. If anyone can help i would appreciate it.Delete all cookies. Reboot. Try again. What HAPPENS?I deleted all my cookies and rebooted but it still does the same thing. I think Allen is on the right track.  Does you av program, or any other program, block cookies?  Cookies aren't always a bad thing.

Yahoo is BASED in Sunnyvale, that's why it keeps coming up as the default location.Open the web page...set it to your location...refresh the page....then set it as your homepage in the browser...
Power down and re-boot...what happens ? ?I tried that and i still had the same problem. then I went to Control panel and clicked on internet options from there I clicked delete in BROWSING history and UNCHECKED cookies and history, then I rebooted and set my setting that I was trying to set and it worked. Thanks to all that were helping me.So when you SAID you deleted your cookies the first time, how did you delete them?I went to  start,settings,control panel ,internet options,browsing history,delete
