Solve : Restrict User Access?

I am running Windows XP SP3 in a WORKGROUP (i.e. NOT a Domain), and would like to restrict the ACCESS of a Local User.

I would like to restrict the access of the user "Internet" to only be able to use iexplore.exe (Internet Explorer). I do not want this user to be able to run any other programs, access control panels, etc.

I know how to do this for Domain Users via Group Policy Object Editor, but unfortunately the only legitimate Group Policy Objects are local machines and domain users. It does not RECOGNIZE local users.

How do I go about doing this?

It will not let me implement DIFFERENT group policies for different LOCAL Users (or Groups), only Domain Users or Groups.Hello dworley
