Solve : Problems with CD drives in windows?

ok. so .

the computer will not recognize the cd rom under a windows enviroment, so simple ANSWER-- " get drivers"

yea, but   1: dont know what kind of drivers i need
and          2:there is another peice of this puzzle

on bootup the BIOS recognizes the CD roms and loads (?)drivers(?) for them, and they will work in DOS.

AND

if i STARTUP windows, log off onto msdos mode, access the CD drives (which work in dos) then RESTART windows, the CD drives work FINE.

so i thought "ill Format! Reinstall! and it will work FINE"
so i formated, reinstalled (from dos, worked fine) but now when windows runs, it finds my new hardware on startup and tries to load drivers from *drumroll* the CD ROM that it STILL DOES NOT recoginize!!

please, does this sound familiar to anyone? is there a simple answer? am i fooked?
