Solve : Problem opening .jpg on new laptop?

I RECENTLY bought a new laptop and i am having a strange problem. I have hundreds of photo's saved as .jpg and i had no problem opening them on my old laptop. But on the new one about 5% of them won't open in any program. I get a message saying it apears we don't support this file format. I THOUGHT MAYBE they had become corrupted so i tried them on my old laptop again and they open without any problem. Both laptops are windows 10.Are these files unusually smaller in file size than the other JPGS that open?They are about the same size but when i click properties the ones that won't open say things like this

Size on disk 128kbThose are not the files...those are shortcuts to the images...I put all the images in a folder and scanned it for viruses but they are clean. They all open on my old laptop but on the new one i get this 17 bytes. It doesn't happen on the old one.This is getting really annoying now. I have a photo that opens on my old laptop. I put it on an external USB drive and it won't open on the new laptop. I saved it as a jpg and also a png but none of them open. I have also noticed some files are DISAPPEARING. I put them in a folder called notopen and they vanished overnight.
