Solve : printer communication problem?

I am TOLD when TRYING to print - UNABLE to communicate with the device. please start "MPService" from the services APPLET in the control panel then right click on the status MONITOR to reconnect and try again.
When i open administrative tools in the control panel it is empty.
I run windows XP and have recently changed to ADSL
My nortons internet security is also disabled and I cannot fix.
Please help
