In most cases the canonical answer to that question is "The Gimp", which is available for a number of platforms, Windows, Linux, OSX ETC. If you decide to try it, get it from the original SITE to avoid malware or adware: http://www.gimp.org/ You should avoid GimpShop, which has been hijacked and is full of adware.
