Does not really MEAN that it doesn't slow down loading web pages and 'yes' MEANS that it can be disabled
Is the only way to disable the ‘Phishing Filter’, IE options/ Advanced/Security/Phishing Filter & disable it?

What kind of pages? (flash/html/videos ect...)

An example would be useful too.

Another thing you should know is that slow pages aren't usually the fault of the phishing filter, but your actual connection (if you're downloading anything or streaming videos, your internet can become very slow), the server's connection to the internet or the latency between you and the server.

I have received a reply from the two sites that were painfully slow and they are both having technical difficulties.
