Solve : No rating system for some programs?

This message comes up when I try to open Internet Explorer and some other programs.... would appreciate your help... I really don't understand this..............Thanks very much!

Disable any content advisor settings (depending on your Windows version)When I CLICK on  control panel, I get a  message:

Long combination of numbers and letters ....  and ...              system CALL failed
I click OK to close that window... and at the top it has              explorer.exe           and then     system call failed

What can I do to open control panel?

What is new or different since the LAST TIME everything worked properly (ie, new hw, new sw, virus, error, etc)?A couple of weeks ago... my computer was plugged into the surge protector...lightening hit the transformer, came in via the AT&T line and I lost my programs.  The computer company was able to save my files, pictures, etc. .  I was told to reload the programs from the original disks but could not locate them so I purchased this and installed it today....

Before this was added, I could click on the icons on the home page to access the file and programs but I cannot do that any more.
I can open some pictures and documents that I couldn't open before I added this today...

Please try system restore and revert to a date before you had the problem.I should have tried this before.. but.. I turned the computer off and back on...  and now have the icons on the home page... and can access some of the pictures and documents that I couldn't before.  I can't open PNG files at all.. but sometimes can open a PDF file with the Office program.  I can also open the control panel (finally!)... and disabled ... as you explained. Now I have the Internet Explorer again.
Thanks very much for all your help... I just don't understand many computer problems and am glad you have the patience to explain the way to correct them!
