Solve : "missing or corrupt hal.dll"?

So, I asked about this file two days ago, but I never actually touched it. Last night everything was lovely in my local computing sphere. This morning a message on boot-up that says "Windows COULD not start because the following file is missing or corrupt: hal.dll. Please reinstall a copy of the file." Dell does not send you a CD for your o/s, which in this case is XP MEDIA Center Edition. They want me to pay $100 to peak to someone on the phone. Is there any way I can avoid this scurrilous charge? Help!

No. I already read that article. Thank you though, Raptor. My biggest problem is a lack of any disks whatsoever for Windows, or a start-up disk. The computer isn't even two weeks old yet, and I haven't gotten AROUND to making one. Also, no floppy drive and when I try to format a cd-rw, it won't allow it. Hosed, I'm hosed.What if you do the following (If this even applies to Windows Media Center)

1. Before Windows loads, press F8
2. Select Last known good configuration
3. Press Enter.Same ish. It just stares at me with its impossible instruction. I've tested the hdd from the boot menu and it passes, I've tried starting it in all manners of safe mode and the same thing occurs. I have just now started pooping around the debugging mode. I think Dell just PLOTS a failure of this type so they can get $100 from you and mail you a Windows CD.
Dell issues recovery disks do you have them!No I don't. They gave me a piece of paper telling you how to do a system restore and a Dell PC restore, and also giving you their website. Their instructions are useless for me though, as I cannot get to any of the programs they suggest.Cream-crackered m8 Quote

Welcome to "Dell *censored*".
Is this a new Dell policy?  Have you had it less than 30 days?  If yes, send the whole thing back.  Call the toll free number and demand to SPEAK to a supervisor.  Pay no extra for anything.  You've got a warranty.  File a complaint with the US Federal Trade Commission.  They are obligated to provide the CD's at no charge, since you already paid for them.
I don't know what you said, Merlin, but it's cute. Commando, I may do just that. My only hesitation involves my entire music library, which is ensconsed neatly on the c: drive.Thats dell..........does not build pc/s............buys the componnents.............soon will be msoft!So Dell is a basically a marketing firm? I've heard that Toshiba never even lays eyes, let alone hands, on it's machines. In fact, UPS build, reairs, maintains and moves all their product. The easiest way to restore the HAL is to reinstall Windows with the system recovery disc that came with the computer.  

Every person who has asked me to reinstall Windows on her Dell has given me a recovery disc that came with her PC.  Did you lose yours?  

 
I have pored over everything that came with the computer and I find no recovery disc. Maybe they just slipped up with my computer.
