Solve : Kernel32, Restrictions & Disappearing Windows?

Ok I've having a whole MESS of problems here.

I keep getting errors with kernel32.dll when I try to run programs.

I get a message that says: the operation was cancelled due to restrictions in effect
on this computer. contact system administrator

And also windows keep disappearing. Weather it be Explorer, MOZILLA or Winzip. I
open a program and then it just closes.

Please help me!!! I don't know what to do!!!

OS: Windows ME
CPU/Ram: 128RAM 800MHzDownload, INSTALL and configure the following programs

AVG Free
-- Anti VIRUS scanner
Adaware SE Personal
-- Anti spyware scanner
Microsoft Antispyware
-- Anti spyware scanner. Windows XP Home and Professional only.
Spybot Search & Destroy
-- Anti spyware scanner
ZoneAlarm Free
-- Free firewall - more user friendly
Sygate Personal
-- Free firewall - more configuration options
None of those work. And I can't run AVG because it disappears with in the middle of scanning.do you have a firewall ......do you have norton anti-virus.

try going into.....tools/internet options/adavanced/browsing   and tick the disable script box.....  scan for viruses.....in safe mode...hold down the f8 key on boot up.......No I don't have a firewall or Norton(anymore).did you unistall norton completely..............you need a firewall ....majorgeeks.com.....sygate personal edition......and block kernel32......applications.....

This is  what you could do......locate the c:\windows\options\cabs  folder....use the search options...to find it......now you have found it...scroll down the list till you come across the scanreg icon...>>...now next to it is one called setup.... if you clicked this icon ...it will re-install winme will no file loss.....and will take it baccck to the day it was firsted booted up..........and disconnect from the net......thats the beauty oif win9x........
