It does not. If the computer already BOOTS up to an operating system, you can plug in the external hard drive and format it to whatever file system you want to use (probably NTFS) and start storing data and files.
So... what exactly ARE you trying to do and for what purpose?

I agree - Though there are some good tutorials for install XP on a external drive, it involves a lot of work. Creating a modified ISO image XP disk, after editing files from the original, and more... Some tutorials here: TOMS Hardware and XP of USB Drive
