Answer» Ok, here's what's happening. When I hover my mouse over any bar, the bar moves as though I were scrolling the mouse wheel down. This includes volume bars, start menu, settings menus for windows, the volume tab on YOUTUBE VIDEOS, but strangely it doesn't automatically scroll me up and down on WEBSITES. When I RIGHT click, it flickers out as though something interrupted the right-click menu. To be clear, I have replaced both the mouse and the KEYBOARD to see if it was a hardware issue and changing out mouse and keyboard individually or together did nothing. Same issue. Any ideas as to what's going on? Windows 10 Home AMD Ryzen 3 3100 4 Core ProcessorI apologize, I was incorrect. It does automatically scroll on webpages, it scrolls left to right. I didn't notice because not all websites have a left-to-right scroll bar.
