Solve : i cannot access control panel folders?

i am using windows 98 and when i access control panel i connot open any of the folders in it such as NETWORK, keyboard, mouse, internet options and more
how do i GAIN access to these options
thxP.S  when ever i do CLICK on a folder such as network, keyboard, mouse etc it says "access to the specified device, file or path is denied".
this was working fine a couple of days AGO i dont know what happened

i am logged in as admin and i have used safe mode and still i cannot open control panel folders...

P.S this problem occured when i  installed windows network setup disk from my windows xp cd into my windows 98 computer and then i restarted and it didnt work...in the dos prompt.......type scanreg/restore.........and chose the last good cab file.......hopefully you have not corupted the reg......
