Solve : G-mail?

I have deleted a contact in my list of g-mail contacts, but although the email address of this contact has been deleted, the contact's name still POPS up in my contacts list because QUOTE it is still in my circles UNQUOTE.
What means "still in my circles"?
To delete the name, I am advised to go to Settings, but where do I find Settings in Windows 10? And what to do when I MANAGE to access Settings?

Did you do this when viewing your gmail ACCOUNT in your web browser?
