If you can't boot from usb, then you can't boot from USB. Use a diskette instead? Anybody wanting to boot DOS from a USB should look at this:

DOS-on-USB

DOS-on-USB lets you install MS-DOS 7.1 on your USB memory key. After formatting your flash drive, you can install a full working version of MS-DOS to let you run games or system utilities. The best thing about having a DOS-bootable memory key is you can boot into it on any computer, just like a CD.

Of course, the BIOS must have boot from USB support.
Or, if you really really need to boot from USB, you can use a tool such as PLoP to boot from USB via. a boot MANAGER on a CD or Floppy (a disc or a disk...)
You can read how to do this here:
http://www.howtogeek.com/howto/16822/boot-from-a-usb-drive-even-if-your-bios-wont-let-you/
Or go directly to PLoP:

Though, if you just need basic bootdisk capabilities, a floppy boot disk might offer you more ease of use.

The ability to boot from USB is not something that can be ADDED to the BIOS, this is the closest you will get.
