Why when I open my browser, does it open like this (1)

instead of like this (2) (which happens when I click it a second time?

If you have use of  use another computer, you can download a an alternative browser to a USB drive and take it over to that PC and install another browser.
Some alternative browsers:
Arora
Camino
Firefox
Lunascape
Opera
Safari
SeaMonkey
Any of the above can be found with search. They are free and reliable.
May I suggest Opera?

Once you get Opera up, then try to find out what happened to your chrome browser. You may have to install a fresh copy.


I am trying Opera.     I was going to try the others as well, but Sea Monkey is not running any more, one wouldnt open.    Opera is certainly different, I am finding my way around.   If I like it I might ditch google chrome altogether.   So thank you.Erm ..  Opera shows the same problem as Google Chrome  You have tried another browser and get the same results.
The problem is with your ISP or something in your local network.
Reset you modem and router.
Tran off you PC and bring it BACK on.  This should reset the Internet connection. If this keeps on happening, you need to contact your local provider, ISP.
Also, try other WEB sites just to see.
These are web sites that normally give quick response.
http://amazon.com
http://bing.com
http://netflix.com
http://yahoo.com
Or whatever web sites work good for you.
At eh command line you can ping these sites to see how long it takes to respond. Ifa the response if very slow, it means you have a local issue with you  ISP.
Example:
C:\Documents and Settings\Kohn>ping yahoo.com

Pinging yahoo.com [98.138.253.109] with 32 bytes of data:

Request timed out.
Request timed out.
Request timed out.
Request timed out.

Ping STATISTICS for 98.138.253.109:
    Packets: Sent = 4, Received = 0, Lost = 4 (100% loss),
 
Above  is a bad example of an ISP issue. There was nothing wrong with Yhaoo.

Thanks for trying, anyway.The issue looks like the CSS stylesheet was not downloaded/applied to the page. It tends to be a result of crappy security software (which often puts itself between browsers and the internet) or problems with either the ISP or the website.

Clearing the browser cache can sometimes help this as well. Sometimes a stylesheet will download, but be blank or interrupted DUE to the error, but then get's cached. Control-F5 should also workaround this as well, since it forces a full reload of the page.
