Solve : Error 0x80070490 when updating and code 8024A000 after suggested fix?

For the last three MONTHS or so I have not been abe to run my windows updates except for the definitions for defender. That is the only update that will run. I also cannot run the update to windows 8.1. Any help WOULD be greatly appreciated.

I am RUNNING windows 8 with windows FIREWALL and defender running. I also have Iobit running. My errors codes have been:

0x80070490

problem with checking or updated code 8024A000
