Solve : Desktop Icons have poor contrast?

I have the free trial of Windows 8 and have 90 days to learn it.
I have very low VISION. I need high contrast, but I can not fatter the high contrast options. So I try to improve the contrast on the desktop icons., I try to make the letters black on a while bar. In Windows 7 and Windows XP I can do this. But I have not found how to do in in Windows 8
Do you know what I mean? For anybody with bad vision, the Icon titles are very hard to read.

Any ideas? And don't say stick with Windows XP. Please don't day that. I want to live longer than Windows XP.
use Search on the start screen. Search for "High contrast".

Choose the "High contrast Settings" Result.

Change them as you see fit.

If you need to find something, use the Search."High contrast" yields no results on my Windows 8 computer.

Another way to ACTIVATE it directly is Control+Shift+Print Screen.



Control+Shift+Print Screen does nothing on my laptop. SORRY Alt+Shift+Print Scr.

Also, for Windows 8 (rather than 8.1, as I have) you would need to search in Settings, rather than Apps (I assume)Right-click ANYWHERE on you desktop. The images were cropped to fit here. The resolution is low.
Artifacts are from image compression. Ignore that. Look at the Icon Titles. In XP I can make them stand out. But Win 8 can not give a black font on a light bar. Windows 8 thinks Icons tittles should be cloudy. I can not see well cloudy objects. I need black and white, but I do not want the whole desktop black and white. Just ion titles.
