Solve : connection refused when attempting to connect?

1.	Solve : connection refused when attempting to connect?
Answer» "The connection was refused when ATTEMPTING to connect to..." When I log on some website I get the above error...but on other sites I get no problems and blaze through. Once I get this MESSAGE it doesn't go away like the sites down...Ive had one site that I know is active (friends of mine have tested it) that I log on for the past 4 DAYS and it gives me the error. I recently MOVED to a new area with a diffrent provider...I was wandering if this is an error with my computer or my provider just sux censored.etit::the connection was refused when attempting to contact .This generally relates to PROXY settings. Are you or your ISP routing through a proxy?
