Solve : con not open device manager?

i try to open DEVICE manager to update a driver and i get the error may not have permission or path does not exist,

Additional information:

i have SQL server INSTALLED i THINK that is the problem

Diagnose/troubleshooting:

i have tried EVERY thing even booting to safe mode administative still nothing there
