They are generally not reliable for testing PSU's as they don't put a load on the PSU which is the only way to determine if one is healthy or not...
Why scrimp on one of the most important components in the machine anyways ? ?
Borrow a known good one of the same or greater wattage and swap it in there overnite to see if the issues go away...if they do invest in a new PSU.
i dont have an extra besideds one from a dell which i cant use and dells are propriatary so i cant use this anyways i think my psu is still under warrenty so i might replace it along with everything else im getting as there is no way to test itcomputeruler,It would only be lying if the computer continued to function AFTER the lightening for any period of time.If not it was more than likely attributable to the power surge caused by the lightening. In my area within the last month one computer REPAIR shop has been getting 14 or more fried computers DAILY due to exactly the lightening problem which have been occurring daily in our area.Only you know if this council is appropriate advise.truenorthBlasted new cheap Power supplies, I thought the Power supply was supposed to be designed to sacrifice itself to save the computer!Surge protectors are made for the protection  of the system. Dont blame the power supply. The same pblm. can HAPPEN with a TVGo through these steps and it may help
you turn your computer back on successfully.

1. Unplug the bulky cable that powers the computer.

1-5. (If your power source has a switch: I/O.. turn it off)

2. Open up your computer..

3. Make sure the power source cable (On motherboard) is
seated completely..

4. Follow the wires from where your power switch is to the
mother board.. if none are plugged in-- thats the problem..

5. Re-seat any (all recomended) of these components:
Processor.. Memory (Each stick).. IDE, SCSI, and SATA..
PCI adapters.. (All of them)..

6. Close your computer and plug the BULK cable back
into your computer.. Test run it.. to make sure it works!

6-5. If nothing works.. try finding the socket in the same
end of your house that has the button with "Reset" on it..
(USUALLY the bathroom..)

7. Press reset.. then check your computer again..
(for power). Oh and if you use an extention cable
with a pwr switch.. make sure it's on.. -.-;
