Error message says "FILE is use by other process" If I kill MS Explorer I can sometimes delete the file with ANOTHER file manager, but not always. I THINK is may be happening with other types of files. It's mainly .mp3 files I edit and delete. Google for KillBox, it will fix it for you.Check for the RELATED running processes from the Task Manager. Now you will be able to delete them.
