Solve : Can't Run .exe - 'Cannot Access'?

I DL'ed an installation FILE - an .exe - and when I try to launch it, I receive the message "Windows cannot access the specified device, path, or file. You may not have the APPROPRIATE permissions to access the item."

  • I am the only User AND I am the Administrator on this machine.
  • When I look at the file's Properties=>Security, I am allowed on everything except "Special Permissions". Ditto for the folder it's in (except for "Special Permissions", which isn't listed for the folder).
  • I have moved it to a different folder, and same thing.
  • I have tried downloading other installers, same thing.
  • I did a System Restore to go BACK before my most recent Windows Update, same thing.

(Files I downloaded weeks ago launch just fine.)

This is vexing!

Help? THOUGHTS?!?

(And different files/directories than my "Read Only" questions from the other day, for those KEEPING score...)
