Who can tell me what is ASCII code for this symbol ""?

Sorry, I have not idea. I try to googling it but failed.I found "←"                 The relative decimal number is 27, if you hold down ALT and enter 27 you'll get "←"    .....the relative Hex code is 1B

still trying to find the other one

Apparently the decimal value for "" is 027, but I tried it on my keyboard and it doesn't WORK..... ←→


When I do alt+027 I get nothing at all.
