I was wondering if anyone knows where I can get a keyboard that will wok on both Windows and Android. And if I can use a wireless keyboard on an android that does not have BluetoothIt's doubtful that you could FIND a wireless keyboard dongle that has Android drivers for it.

I have multiple Bluetooth keyboards that work for both Windows and Android so I don't think that is an issue.  What Android device do you have that doesn't have Bluetooth built-in?  Depending on the device, it may or may not support attaching a Bluetooth dongle.  I have an Android min-PC that doesn't have built-in BT but the developers added support for BT dongles so it can work with BT keyboards.

You could also attach a keyboard to your Android device via USB.  Most Android devices have a micro USB port and would require you to obtain  what's called an OTG cable to be able to attach USB keyboards, mice, ETC...  This is what I have http://nextbooktabletguide.com/nextbook-nx008hd8g-specifications/A low-power USB keyboard may work.

Bluetooth is the standard for wireless keyboards.
USB to Bluetooth is now under $15.

I looked at that and right now I cannot afford thatI doubt one of those BT dongles will work on that tablet.Logitech has a wireless keyboard both for Android and Windows, but if you want to use this wireless keyboard, you must CONNECT it to your device via bluetooth, so it can not MEET your request, maybe you should upgrade you Android device.
