Solve : Adjusting for leap year in Win 8.1?

Since the leap day, my computer is showing the WRONG day of the week for the given date. No doubt there's a WINDOWS UPDATE to correct this, but I don't connect this computer to the internet. Is there a way to adjust this manually? Or a specific update that I can download with a different computer (Linux)?Are you sure?
What happens if you FIX the date by hand?
Right now it is March 1,2020 here in California. This is a leap year.
Where are you? What is your time zone? In what country do you live?
