There is no practical way to put a 64 bit CPU into a board made for the older CPUs. Intel or AMD? The AMD CPU and motherboard will be a lower-cost investment for about the same PERFORMANCE. At NewEgg and other on-line vendors you can find 64bit motherboards as low as $60. But expect to pay more for better quality and features.
BTW, You can find great Desktop Barebones under $400 . http://www.zdnet.com/blog/hardware/quad-core-barebones-pc-for-under-400/8243 That was last year. Now it is under $350 or about.What currency is this in?? I live in Australia...How old is your PC? Just buy and install Windows 7 64 bit and then add more than 4 GB of RAM to see a difference.Is 4GB required to run a 64bit??

No. Unsurprisingly though Windows 7 doesn't come with windows 8 developer tools.
OTOH you could just install the SDK which would WORK on 32-bit as well.
