Answer» ACCORDING to newtons 3 rd low every reaction has equal and pposite reaction . the horse pushes backward on the ground , so the ground pushes forward with an equal force. its tottay the ground which allow a horse to pull a CART. .by newton 3rd low cart must then exert an equal and opposite force on horse .the horse pushes backward anf the ground pushes forward . Thats an ACTION reaction pair horse is doing action and in return the ground is GIVING reaction resulting in MOTION of horse an cart .
