To TAKE the boat away from the bank of a river, the boatman PUSHES the bank with an oar - as he pushes the bank with his oar he creates an ACTION FORCE ,in return to this action force the bank of the river gives a reaction force(according to Newton's THIRD law)thus the equal but opposite force causes the boat to move away from the bank
